Terminating Parental Rights & Adpotion

If my daughters father didnt sign her birth certificate nor her Paternity acknowledgement, is it possible for me to change her last name to my fiance's and allow him to adpot her without his voluntary consent?

Absolutely not. He does not have to voluntarily consent, but he does have to have notice. Good Luck.
