terminating parental rights

my husband has another child that he pays child support through the attorney general, and never gets to see. He and the mother have jointly agreed for him to terminate his rights (she has a stepfather) how do we go about doing that

This would be a step-parent adoption - highly favored by most judges. Reqires termination and fial decree of adoption. Contact a family law atttorney in your area. Good Luck.
