Terminating Rights for Abandonment

My exhusband owes over 12,000 in past due C.S. We have not been able to locate him in over 4 years. The Attorney General has this case. His mother has contact with him 1 or 2 a year and believes he is doing drugs, she witnessed this behavior the last time she saw him. How can I have his rights terminated in order to protect my daughter. The schools have told me that legally he could show up one day and take her from school unless an order to terminate his rights was in place. That scares me, expecially since the possibility that he is still involved with drugs. There has been absolutely NO contact or involvement with his daughter, complete abandonment. I can't afford an attorney to take this matter to court. Any suggestions?
