termination of parental rights/adoption

We have legal custody of a baby that was placed with us by CPS. I want to know what rights the parents have if they are both in federal prison. The baby was taken by CPS because she was born with cocaine in her system. The state is pushing for termination of the parents rights. What is the probability that the judge will not terminate the rights?

I think it is highly likely that the judge will terminate parental rights. Imprisonment and endangerment are both grounds for termination.
