termination of parential rights

I would like to know how would I go about termination of parential rights toward my ex-husband, since he has not seen his daughter or acknowledge her on holidays or b-day and is it possible? Also, he had only send me one child support check for $80 since he was order to pay me. The check was dated February of 1999. The order was place on February 15, 1999. His daughter been saying, "mommy, daddy don't love me anymore." She been saying this for the past year. It caught me off gaurd one day when she came to me. I have no idea where he is at now.

You can file a petition to terminate his parental rights for his failure to support the child financially and as a father. He must have some kind of notice of the court action. So, if you don't know where he is, maybe some of his family or old friends might know where he is. If you want to get a judgment for child support arrears, check with the attorney general's office in your area. Their office has access to nationwide records which could locate him and summons him to court for back child support. Those AG's love to do that.
