Termination of Paternal Parental Rights

My husband has a 7 month old daughter from a previous relationship. He was set to go to court for a child support hearing on Sept. 4th 2002. The mother of the child called and asked if he would be willing to terminate his parental rights to the daughter because she doesn't want him to have visitation rights. He said that he would terminate his rights. How do we go about getting this done? Will he still be financially responsible for the child after he terminates his rights?

From my past experience, no court will "bastarize" a child unless there is a new guy to be "daddy".
