In Texas. How would I go about getting my daughter's father to sign over his rights to my daughter?

It doesn't work that way.

Dads can't just sign something and "give up their rights" and get off the hook for child support.

It is possible for someone to file a petition for termination of Dad's rights; Dad can sign (and file with the Court) an affidavit of relinquishment of his parental rights; and THEN you ask the Judge to sign an order that terminates Dad's rights.

The Judge can say "no" (I've seen this happen twice) if he finds that termination is not in the child's best interest.
