in texas, if the father signs over all parental rights, could he still be obligated to pay child support?

"Signing over" is not the same as getting a judge to sign an order terminating somebody's parental rights.

IF a judge signs an order terminating a father's parental rights, the father COULD still thereafter be obligated to pay child support, but this RARELY happens. Generally, the termination of parental RIGHTS also terminates all parental OBLIGATIONS also.

Also, it is common for the father to sign an affidavit of relinquishment of his parental rights but not be able to get a judge to sign an order terminating his parental rights.
