Legal Question in Family Law in Texas

I am in Texas and just heard about a family that is "adopting' kids in a manner I have never heard of. The birth mother calls them when she has the baby and the "adopted parents" go sign the birth certificate as the parents. They have done this before several times. A couple of the birth mothers were minors at the time. Is this legal? What could happen to all the adults involved? What about all the kids? No money has exchanged hands.

No, this is not legal. It is fraud. It is an attempt to circumvent the provisions in the law for adoption of children.

I'm having trouble figuring out how this could be done without the hospital staff being involved in the fraud.
