In Texas, can my husband legally change my childrens' school district when they have not lived with him for 2+ years (2.5hrs away) without my consent before a temporary custody order is determined?

You need an attorney. Request an emergency hearing to determine the appropriate school district - although it seems obvious that it would be with you - if you have no court order, you have nothing to enforce. Moreover, if the children are coming back home to you - register them in their home school district once they get home.
