In Texas, if both parties are in agreement on the divorce...the wife works, the husband doesn't...who ends up with primary custody of the children?

You said that they are "in agreement." What is their agreement regarding the children?

There is no set formula based on who works and who doesn't. The guiding principle, per the Family Code, is the best interest of the children.
