In Texas Can a women file for child support after the child is already 18-19 years old and the man she is filling from had no clue he could be a fathe?

I think you're asking about a paternity suit.

Yes, you can file a paternity suit for a child who is 19 years old. The Court will probably grant no more than 4 years retroactive child support.
