In Texas....If 2 people are married and 1 has custodial rights to their child. And signs over a temporary voluntary placement agreement to an temporary guardian. What rights does the step parent have in regards to enrolling the step child in school or medical treatment?

First, rarely does the primary conservator have the right to place the child with anyone. There is a very narrow exception for close relatives, but even there, the father has to have notice and can object. The step-parent may be able to get primary possession by claiming that the primary parent has abandoned the child. These cases always depend on all of the facts and a lot of things can change this.
