how many times will CPS have to investigate when the same person is making the allegations/ reports and non of them are true?

It all depends on the facts of the individual case. If the facts warrant it, CPS can become more discriminatory about what they investigate.
Making a false claim of child abuse is also a crime, but it is up to the local district or county attorney whether to prosecute or not.
