I am recently divorced. In my final divorce decree, My ex and I agreed that he would keep the home, but that he had to provide me with a vehicle and pay me (in monthly payments) my part of the equity in our home. I am now with no means of transportation or no monthly payments. My ex has 3 vehicles, one of which is title to he and I. Can I legally use one of those vehicles until he provides me with one?

You could "use" it with his permission, but why don't you tell your lawyer to seek contempt for his failure to abide by the divorce decree?
