do I have a right to the transportation
I would like to know can I get the vehicle that my husband has since hes incarcerated and I need transportation?

The vehicle belongs to the person that has their name on the title. If it's his name and he's willing to let you drive the car, then that's fine. Or, if he will sign the title over to you, that is even better.
If the vehicle is not in his name, then it's not his vehicle.
