traveling abroad

i am the custodial parent and I am planning to take my kids on vacation for a month abroad.do i need a consent from their father? what if he won`t sign.its not stated in our decree that i need to get a permission from him. I cant even locate him,he doesnt answer my messages, or pay child support. thanks for the answer.

If your decree does not limit travel, or who has the right to apply for a passport, then you do not need permission. If your stay interferes with his times of possession, however, he will have a right to complain to the court.
