Uncontested adoption between states

How do you perform an uncontested adoption of minor children between states? If the children live in Arkansas, can the adoption be performed in Texas?

You have not given enough information to give an answer.

Generally, however, an adoption occurs where the children live. That is the state that has jurisdiction over them.
