Vacationing out of the country

I was told by a travel agent that my step daughter would need a letter from her father and it must be noterized to travel to Jamaca with me and her mother? I find this interesting because she went to Cancun with us last year. Yes, my wife has custody and my daughter has a passport and she has lived with us for 12 years. Question: Is this true or not?

I had to do a letter for my child to go on a cruise last year!

I'm surprised you were able to take her to Mexico without such a letter. I've done them in the past.

If it's required and don't have a letter, I guess she won't be allowed to enter the country. Since you are entering a foreign country, you must follow their laws.
