How is visitation determined if the father of the child is abusive and not on the birth certificate?

Forget the birth certificate; it's meaningless.

What does "abusive" mean? Abusive to the child, or abusive to Mom?

If a man is adjudicated to be the father of a child, his access (visitation) is based on the child's best interest. Sometimes that means that the visitation is supervised, or that it takes place at a facility like Hannah's House.
