visitation

My friend pays child support regularly but has not heard from his son or his mom since June - doesn't she have an obligation to make sure he is aware of where they are? He is in the Army and must keep his records updated to ensure his son receives benefits if anything happens to him

Yes, you are correct. If there is a court order, then both parties are usually ordered to keep the other parent notified of their address, employer and phone numbers.

I have seen a couple of divorce decrees that do not require this information, but normally there had been a lot of domestic violence involved.
