My daughter is 17 and will be 18in 6 months. She does not want to visit her father, is she legally bound to?

Yes, until she is 18.

Is there a valid reason she is avoiding visitation?

It is unlikely that a parent would take this court, with her 18th birthday coming up so soon.

Practically speaking, if a 17 1/2 year old does not want to visit, and the primary parent's wishes are falling on deaf ears, it would difficult to force the issue.
