I have had managing conservetorship of my paternal cousin for 10yrs. His mother married the person accussed of abusing him which is now off of probation. Do I legally have to let him visit his mother with her husband around

Yes, if it's provided in the court order. If not, make her go to court to get visitation.

You should read the orders entered by the court to determine whether another person has a right to have possession of the child and, if so, whether there are any restrictions on that person's possession.
If the existing orders do not address the issue and you believe there is a risk to the child, you should retain an attorney and file suit to modify the current orders.

You have two obligations. You have an obligation to the court to obey the court order. You also have an obligation to protect the child. Here those might be in conflict.
If so, it is necessary to get back to court as soon as possible to get new orders that will protect the child. Your attorney can help you with what to do in the meantime.
