What are our rights in making the time available for our grandchild when her outside activities spill over into the ''rights'' of her mother?

I don't understand your question.

Who is primary and who is custodial?

A possessory conservator's rights to visitation take precendence legally. A SMART and caring conservator will not infringe on outside activities, but instead participate and support those activities. Otherwise, a child will grow up and resent the person that disallowed it.
