Visitation Rights for the family of a military person out of the country

My brother is in the Air Force and stationed overseas at this time. He has filed for divorce (she was caught being involved with another guy) and thought that papers were drawn up that included his visitation rights being given to his parents. However, the paperwork revealed that no one was put on there in specific and therefore she refused any of his family his visitation rights. Any suggestions or hints as to what our course of action should be to try to get his visitation rights to his daughter while he is out of the country?
