visitation

my son will be out of town on his weekend to have his child and has appointed me as the competant adult to pick his child up can the other parent refuse to allow me to pick her up,i will have signed notarized letter from my son along with copy of orders

Under the orders you describe, which I assume to be normal standard orders, your son would have the right to designate a competent person to pick up or return the child for visitation purposes. You would have to go to his ex's home at the specified hour to attempt to pick up the child. If the mom refuses, then your son needs to bring an enforcement action against his ex and seek to have her held in contempt for violation of the court order.
