Can visitation be forced by a law inforcement if a 15 and 10 year old has not seen ther father for two years and do not want to go since the divorce started

The Court can force it, by holding you in contempt for violating a valid court order. It is unlikely that a policeman is going to physically force them to get into his car.

In order to avoid these types of confrontations, the best approach would be to consult with an attorney about the viability of restricting visitation. If appropriate, then the court order would be more supportive of your position.
