You can divorce this woman even if you don't know where she is. You filed a divorce petition, and you serve her by publication.
The case proceeds exactly like a regular divorce case, except that the Court will appoint an attorney ad litem to represent Mom. This will cost an extra few hundred dollars, because the Court will require you to pay that lawyer's fee.
Of course, if you do know where she is, you simply file your divorce petition and get her served wherever she can be found � her job, her home, or the local bar. You don't have to get any signature from her to get a divorce from her; she cannot prevent you from divorcing her by folding her arms and doing nothing.
