Hello, First I will explian a condition in a family.(In Texas)
The wife is constantly verbally abuses along with a 17 year old by the husband. He has litterly lost himself and become mad as a drunk, but nothing to give proof.
The 17 year old has a family (no relation) that she can move in, have all safe enviorment surrondings such as, schooling, college, food, shelter, own bedroom and more. Which is by FAR better than where she is.
The Mother has been trying to find assistaint, but nothing to be found, because they are a low income, welfare family and for the most part unemployed 3/4 of 2009 and still now.
Is there any way the 17 year old can be removed, leave, or easily the other family show proof they can take care of the 17 year old without agreement with mother, as the step father has very small say in it, and would only throw a fit to catch attention, because he could care less for the 17 year old.

What sort of assistance is mom looking for? Your question is confusing.
For criminal purposes a 17 yr. old is an adult but for civil purposes a 17 is still a minor child. The moment the clock strikes at midnight on the kid's birthday the child becomes an adult.
I would call the local sheriff, constable and/or police dept. to determine what their policy is regarding 17 yr olds.
In order to gain legal custody, technically the child would need to live with you for 6 months.
Then you would have legal standing to go to court.
