Will Texas courts allow me full custody of my child if the father doesn't want to pay child support and agrees to waive his parental rights?

I am 19 weeks pregnant and recently had a phone call with the father to be and he told me he doesn't want to pay child support and we discussed him waiving his rights if he doesn't want to pay child support.
