I did not get a written notice from my childs father for summer vacation do i have to release my child?

Read your order.

Most orders don't actually require Dad to send any written notice whatsoever - not unless he wants to do something other than July 1 - 31.

In most orders, the "default" is July 1 at 6:00 pm until July 31 at 6:00 pm. With no written notice.
