do i have to get written permision to take my 17 year old daughter on a trip out of state. i have prental custody

If you have primary conservatorship, then there are court orders in place which should address this question. If the orders are silent, then generally-speaking, a parent conservator can travel (within the United States) with their child during their lawful time of possession.
