Address in order to obtain services

Is there recourse for me if my neighbor (a lawyer of all occupations) intentionally used my address in order to have installed and obtain high speed internet access because he only has a PO BOX and chose NOT to use HIS physical address? (I twice called the service provider to back this information up.)

Just cancel service at your address! Or insist that the ISP use the correct address.

The earlier reply to your inquiry is a good one. Also, if his bills are being mailed to your address, either return them to the sender "Refused" or place them in a drawer and hold them for a couple of years. As to a civil remedy, there always is a remedy for injunctive relief, but the expense would be unjustified.
