If you have agrivenance toward the dallas county/city-- howdo you proceed to file it? cost?do you need to pay a lawyer? what is the time limit to file? thanl you

Call the City of Dallas and Dallas County and ask them these questions. I cannot answer them without access to their operating manuals or policy manuals or ordinances or whatever form they have this information in. You do not need a lawyer unless this is the first step on the way to filing a lawsuit. Time limits, if any, would be set by those governmental entities.
