Legal Question in Civil Litigation in Texas
Can an apartment complex charge a "minimum" billing for water usage that greatly exceeds that units usage? For example, charge $25 when the unit only used $8 worth of water for the month.

If you signed a contract agreeing to the charge, then you must pay it pursuant to your contractual agreement.
