Legal Question in Civil Litigation in Texas

Auto Accident

An 18 year old friend of my daughter's drove my car without permission, had a terrible accident, damaged highway signs and guardrails, and killed a 14 yr old passenger. I (and my insurance co) are now being sued by the deceased's family and I just recieved a bill from the state for the cost of repairs to the structures. The driver isn't being held responsible at all. He was driving so shouldn't he be held responsible? At least for the bill from State of TX? Can I sue him for the amount of the bill?
