Breeder refuses return of dog
We bought a dog from a reputable breeder. The dog did not workout for us. She gladly agreed to take the dog back and refund our money when she placed the dog in a new home. Months later we want the dog back (to find it a home) or our money back. She refuses, and states the dog now belongs to her because we gave it back to her. She did agree to pay us back when the dog is placed. She has made no attempt to place the dog. What can we do? Don't we own the dog?

Unless the dog is valued at more than $5000, your case is ideally suited to Small Claims.
You need to write a demand letter, sent certified mail, return receipt requested, demanding either return of the dog, or return of your money and specify the sum the breeder owes you.
Ten days after the breeder receives your letter, or has refused the certified mail, you can file your complaint in Small Claims. That's handled by the Civil Clerks at the Justice of the Peace's office.
The judge will determine your money damages at a hearing where both of you will tell your side to the judge.
