car wreck- who to sue

my little sister's car was hit in a parking lot. the lady who hit her was in her boyfriend's truck. after contacting the insurance company of the boyfriend- we were told that the girlfriend was listed as a restricted driver. the 2 people are not answering my sisters calls and she has decided to take them to small claims court to get the money to fix the damage. my question is: who is it that she needs to sue? the owner of the car or the driver?

Mr. McLeaish's answer is correct of course. But be careful how you do this. Do some reading on auto accident causes of action. An ounce of preparation is worth of ton of "I wish I had known about that".
