Possible Discrimination

I have just been ''dismissed'' from my position as a police chief in the dfw area and submitted my retirement papers. Previous practice and policy of the ''City'' was that retirees were paid for accumulated sick leave. When they produced my final pay check yesterday, they did not do that. When I submitted a demand letter today to HR, I was told they changed the policy a few onths ago that says you now have serve a full 20 years and retire from the city to get that. My question is....if I was already employed by the city when that policy change was made, can they apply that to my case and refuse to pay for the sick leave or would I be considered as ''grandfathered'' because I was originally employed under the previous rule. I would think that such a change would apply only to employees hired after the date of change.
