Legal Question in Civil Litigation in Texas

I have a neighbor down the street that complains about my daughter walking our dog . She says her dogs get upset, barking and sometimes hurt themselves at her fence to get to our dogs (which is on a leash) on the road. Per her she has asked my daughter to not walk in front of her house, along the street. Yesterday, she threatend that she is going to take us to court over this...that she has rights to be left alone and at peace...Don't we have a right to walk our dog along a street?
Or am I totally wrong?Does she have a case at all?

Anybody can sue anybody else for anything they can think of -- if they can prove the law and the facts of their case -- both of which seem to be lacking in this example.
