Fences

Is it against the law to put up a few wrought iron hooks with two screws in them, to hang bird feeders, on my neighbors fence that faces my back yard. It is the unfinished side with the 4x4 posts and 2x4's are.

If the 4x4 posts are on the boundary line, then the fencing itself is on your neighbor's property. Your hooks would be trespassing.

Have you asked for permission to put up the hooks? That usually avoids the trespass problem.

If the fence is on your property you have bigger problems than you realize and would need to take legal action soon. You can have a survey conducted or you can try to work this out with the neighbor.
