Are we guilty of harrassment?

We have tried to handle a barking dog nuisance with our neighbor and have never involved law inforcement. We have written 1 letter, 1 note, made 4 phone calls and 2 in person requests. The neighbor says the dog is outside and barks for security purposes and has no intention of doing anything else to stop the barking. He says he knows his rights and we are guilty of harrassment. The dog barks constantly while we are in our yard and when anyone simply passes the house. The dog has on occassion barked for hours at a time, sometimes well into the night and next morning. What is our next step? I'm concerned about what the neighbor may do. He told us to leave him alone and not complain again.

You aren't guilty of harassment, since you have a legitimate complaint. You may complain that the dog is a nuisance and should be restrained from barking late at night, but past that there's not much else you can do.
