How to get information to file small claims.

My dog was attacked by a pit bull that is unauthorized at our apartment complex. The owner took off running after the attack being that the dog is on the banned list and he obviously didn't pay the pet deposit. We called animal control to get the dog and he is now claiming the dog is not his although we have several witnesses that claim the dog is on his patio everyday while he is at work. The owner is also an unauthorized occupant at the property. The leaser has been fined by the leasing office for ''unauthorized occupant and unauthorized pet''. I cannot seem to get the owners name to file against him. Can I legally go after the guy on the lease?? Or how do I legally find a way to find out the owner's name so that I may get restitution for my vet bill??

If you can't find the name of the owner, there are legal procedures to work on this. It's not straight forward and would cost some time and money probably in excess of your vet bill - even if you could do it yourself. The fact that you are asking here suggests that you might not be prepared to do it yourself. A lawyer is ethically prohibited from giving out instructions on litigation - just because it is not as easy as it looks on TV. If the issue is important to you, I suggest you consult with an attorney.
