I am interested in giving people advice or listening to people in need through the email or Skype. Can I ask for donations or tips or charge for this service?

It depends on what kind of advice you are offering and how you are advertising it. If you are offering professional advice that requires some form of license to provide then you cannot even give the advice, regardless of any income received, unless you have that license. For example, you cannot give medical advice unless you have a medical license. Then your conduct would be governed by the ethical rules for medical licensed professionals. If you are trying to offer psychological or relationship advice, you can easily run into the same problem where you are offering advice in an area that requires professional license. However, if you are offering advice in an area not governed by a professional license then you are probably ok.
