Legal Question in Civil Litigation in Texas

can the magistrate that signed the warrant be the presiding judge in civil court

i was arrested on poss of cs. the judge that signed the warrant is now the judge over my civil case where i am told that i could have the items returned from the raid. is this a conflict or do you see any concern? thank you for any help
