Minor smoking laws in Texas

Is it legal for a minor child to smoke cigarettes or to drink alcohol in the presence of their parents with their parents permission?

With smoking, the parents could be charged with contributing to the delinquency of a minor because smoking is never good for you now that we have safer ways to kill internal parasites and no longer need to mask the smell of poor personal hygiene. But allowing them to drink in moderation without getting drunk would probably not be an issue.
