misuse of power by policeman
officer assigned to high school age mid 30's...gets sexually involved with senior female in resource/spec ed classes who also has mental health issues(bi polar). even moves her into his house while she's in high school. also slanders a person at that persons job by making false statements that he had to pepper spray the man( never happened)

Based on what you have stated, it appears that the officer assigned may have committed some sort of abuse of authority. Ultimately, depending upon the senior female's age, it would be up to her parent(s)/guardian(s) to bring an action against the officer and/or the officer's employer.
