Mother receives child support but never keeps the child

My brother pays child support like clock work. My brother and his ex have joint custody. My nieces primary residence is with her mother. Almost every week day my niece ends up staying with her father or her grandmother. The week-ends are no different. You could say my brother is supporting his daughter twice by paying child support to his ex and also feeding, clothing and caring for his daughter every day of the week. What can he do?

He could obtain a lawyer and file a motion to modify the terms of possession, access and support.
