A tree growing in my elderly mother's neighbor's yard has branches extending over her yard. Some of these branches fell into her yard during a storm. She wants me to go ask them to assume responsibility for clean up. Are they liable or not.

If the branches were dead where the neighbor knew there was a risk of damage when they fell, the neighbor would be liable. But if they were healthy branches damaged by the storm, then the neighbor isn't liable and your mother's homeowner's insurance should cover the damage as an Act of God.
