Property Dispute due to diverted water from neighbor
Neighbor has diverted rain runoff toward my home, causing problems. City code enforcement can not help in this area, must file in civil cour not really financially able and don't know what to do at this point.

Th diversion is a clear cut violation of Texas law. You need an attorney to handle the matter for you. Check around; you may be able to find an attorney that will handle it at a reduced rate.

What your neighbor has done is not allowed in Texas. You can try to handle the case yourself, but you really need an attorney.
